				<content:encoded><![CDATA[<p>We have learned of the first Amateur Radio exams taking place in DR Congo (9Q). This piece of news appeared on the <a href="http://www.iaru-r1.org/">IARU 1st region web site: </a><br />

&#8220;On 27 January, 2012 the first Amateur Radio Exams took place in the ARAC clubhouse in Kinshasa, Democatic Republic of Congo.<span id="more-6290"></span></strong></em></p>
<p><strong>Pascal, 9Q1PM</strong>, with assistance of Mr Henri and remote assistance of <strong>Henk, ON4AHF</strong>, did an excellent job preparing the candidates for the test. All 21 candidates passed! The exam was supervised by Mr Mpatamana of the Ministère des Postes Nouvelles Technologies de Communication and observed by Pascal, ON4CFC. The club has great plans to be on the air with their club station <strong>9Q0AR</strong> on a regular basis.&#8221;</p>
<p>Such welcome news reminded us of a similar event, having taken place a month earlier in another troubled African country: <strong>Ethiopia</strong>.<br />
During the ET3AA DXpedtion, led by <strong>Dave Collingham, K3LP</strong>, a VE Team administered FCC Amateur Radio License examinations for 62 (15 of them being girls!) university students within the Youth Development Project. The results were:</p>
<p><em>Number of students taking test: 62<br />
Total Number of tests conducted = 163<br />
62 Students Tested; 57 successfully passed at least 1 license level<br />
FCC Licenses Issued by type:<br />
<strong>16 = Technician License (Element 2) exam<br />
36 = General License (Element 3) exam<br />
5 = Extra License (Element 4) exam</strong></em></p>
