E vissero tutti felici e contenti. O quasi…

“L’URE non ha presentato indizi significativi – e l’Award Committee dell’ARRL non ne conosce alcuno – che contraddicano l’assunto della DARC per cui i propri operatori non hanno in alcun modo favorito contatti in palese contraddizione con le regole del Contest”. Con queste parole, l’Officer ARRL David Patton NN1N pone fine alla quérelle scoppiata nei mesi scorsi tra URE e DARC. In buona sostanza, la corposa mole di dati e incroci presentati dagli Spagnoli atti a dimostrare comportamenti dubbi da parte del team DA0HQ non ha praticamente significato. Anzi, sostiene ancora l’ARRL, è la competizione fra stazioni HQ che non ha significato in sé, avendo come scopo solo quello di dare visibilità  a tutte le affiliate IARU nel mondo indistintamente. Che sia diventato un affare di stato e che i migliori team in ogni Paese poi vi abbiano dedicato risorse e mezzi, di questo al Committee non importa praticamente nulla. E importa ancora meno, se alla luce di tutto questo le varie stazioni HQ si sono date battaglia una QSO dopo l’altro. In buona sostanza, è ufficiale che gli Spagnoli sono stati sconfessati due volte: prima nel lavoro di analisi dei log, poi per il fatto di avere preso troppo a cuore una competizione del genere. Tanto che per il 2009 non verranno assegnati riconoscimenti ufficiali, solo un attestato di partecipazione alle singole stazioni HQ. E si sta già  pensando a ridimensionare la presenza e il peso delle stazioni HQ per le future edizioni del contest.

Viene gettata un’ombra di incertezza su questa kermesse estiva, in cui i nostri migliori cavalli vengono messi in pista per tenere alta la bandiera del contesting italiano. Se la competizione fine a se stessa quindi perde ogni significato, ci chiediamo quale potrebbe essere un motore abbastanza forte, in futuro, per far sì che su tutto lo stivale vengano messi in piedi stazioni e team altamente competitivi. La gara, quintessenza del contest, viene quindi spogliata del suo significato intrinseco.

    The following text has been sent to the “IARU R1 HF contest rules” closed group. Its main objective is to discuss possible changes of the rules of the IARU HF World Championship.

    Competition between entrants is what contesting is all about and makes this sport the fun activity we all love !
    It would appear that the ARRL doesn’t live on the same planet as us contesters, and doesn’t subscribe to the same ideas. Read more.

    2009 :

    Once a contest is over, the mission of a contest committee is to check that the logs of the entrants are compliant with the rules and ethics of the contest, score them, and adjudicate. The ARRL has failed twice in 2009 : They first published incorrect results and afterwards simply claim they will not decide who finished first or second, despite detailed analysis provided by an entrant… (as it seems the contest committee members are unable to do such themselves !).

    As they don’t adjudicate who finished first or second, it implies that the remaining HQ entrants’ results and rankings are also meaningless ! That suggests that over 1000 ops in more than 60 teams took part in a contest (with countless hours of preparation, etc.) for nothing ! Unbelievable !

    2010 :

    This time around it got even better. One month prior to the 2010 event, the ARRL has decided to change the rules… and not check the logs of the HQ entrants, and finally to not publish any final score (or ranking) for them ! We (TMà˜HQ) have been preparing for this event since February 2010. We already have more than 70 ops involved, have spent countless hours on the preparation of stations, website, computing, drove hundreds of km for… nothing. AGAIN ! And we’re sure we’re not alone in this position. The ARRL is making fools of us and all the HQ teams. Such an approach displays a total lack of respect for all involved in this international event. It must also be pointed out that, according to its text, the decision to implement these last minute rule modifications was taken unilaterally by the ARRL, despite the presence of a recognized workgroup (IARU R1 HF Contest Rules mailing list). What arrogance !

    So what’s next ?

    This unfortunate decision from ARRL demonstrates that the contesting community and the HQ teams obviously values much more the competition than the organizers themselves. We regret to see such a decision even more by contesters.

    It’s clear the ARRL will not reconsider its position on this topic. The question is now : Do we really need the ARRL to adjudicate the HQ logs ? We don’t think so. We believe this is an opportunity for us (HQ competitors) to do a better job ! How about creating a multinational group to seriously check these logs, and publish results on the web ? We could even tune the scoring and checking methods, and adopt better rules (on unique QSOs for example) to ensure fairer adjudication and thus avoid abuse in future.

    In light of all the above, be advised that TMà˜HQ is reconsidering whether to participate or not in the coming IARU HF Contest. Further preparations have been brought to a halt and currently if nothing changes, we will not waste our time for a checklog.

    We all are VERY disappointed by this situation, brought about by a bunch of incompetent persons.

    The URE is pleased to know that our allegations of fraudulent QSO in the log of DA0HQ have been considered correct and that the ARRL Contest Committe recognizes explicitly that numerous German hams violated the contest rules, in particular, as the ARRL Contest Committee mentions, the Rule 3.5 of its General Rules for Competitions.
    It is also gratifying to see that the LOG of DA0HQ, with hundreds of fraudulent contacts, is not declared the winner in the competition as requested by the claim by URE. We imagine that the DARC will shortly issue a statement apologizing for unsportsmanlike and rule-breaking behavior shown by several of its members and some local sections of the DARC.
    However, it is extremely disheartening and shameful to see how the Contest Committe is punishing the rest of HQs in the competition whose behavior, -theirs and also that of their respective local members-, which was honest and fully observant of the rules, not to receive a diploma in the corresponding classification obtained honestly and fairly.
    It is incredible that the unsportsmanlike and rule-breaking behavior practiced by just a few amateurs and local branches of a single association from a single country (DL), will make the rest of HQs whose members did have an honest and rule-compliant behavior deprived from participating in a competition in which they had taken part honestly and cleanly. Instead of removing those faulty QSO, the Contest Committe condemns the rest of honest HQs to not have a reward for their honest work, because just a few in DL did break the rules, as confirmed by the CC itself. Under any circumstances, it cannot be acceptable any comparison or extrapolation of the behavior of a few rulebreakers in Germany with the behavior of the other participants of other nationalities, especially of those whose logs have also been analyzed publicly.
    We appreciate the overwhelming messages of support and solidarity received at URE from radio amateurs and associations around the world, especially from German hams who are outraged by the behavior of a few of his countrymen. We are confident that this is the feeling of the vast majority of their peers in DL. We hope that the DARC will soon join the reprobation of the practices that have been demonstrated and corroborated by the Contest Committee made by few German hams and local sections of the DARC.
    We appreciate very much all the congratulations on our report received from associations and radio amateurs around the world. Thanks also to the Germans hams that helped to show up the truth. We strongly believe that this has been for the best interest to keep the Fair Play alive in our Radio Sporting events.

    come uccidere uno dei contest più belli che siano mai stati organizzati.
    forse la strada del parteciparvi escludendo da ogni collegamento le stazioni tedesche sarebbe meglio che non parteciparvi.. percho, sempre nel dubbio, questo comportamento farebbe solo il gioco dell’ARRL.

    per quel che mi riguarda, anche se verrà  cestinata, una mail a N1NN di totale disprezzo della decisione la mando.

    Da totale non addetto ai lavori mi sembra di vedere delle evidenti contraddizioni nella decisione dell’ARRL: se l’URE non ha presentato delle “prove valide” a sostegno della propria tesi, perché poi non assegnare riconoscimenti ufficiali ma solo un attestato di partecipazione alle singole stazioni HQ?

    Non vengono riconosciute le scorrettezze denunciate e poi si “svuota” la gara e si accartoccia l’impegno degli altri team?

    La decisione salomonica dell’ARRL invita a chiedersi se questo puritanesimo che traspare tra i commenti di tanti OM nostrani corrisponda poi effettivamente anche alla condotta generale delle nostre gare…

    Di chi sarà  mai la colpa se una partita di calcio finisce in un match di rugby: degli arbitri, dei giocatori o di entrambi?
    Se le cose stanno così, non compro neanche il biglietto per lo stadio!

    Dear Fellow Amateur:
    We are writing to you because you have been involved in organizing an IARU member-society HQ station operation in recent IARU HF World Championships.
    As you probably know, a controversy developed with regard to the 2009event. As a result, the ARRL – as the administrator of the event on behalf of the IARU Administrative Council – has announced that it willnot adjudicate HQ station logs in the future.
    We realize that a number of HQ station teams, especially in Europe,regard competition as one of the main reasons to participate. We understand that there is interest among European HQ teams in accepting responsibility for adjudicating HQ entries. We welcome this and will be pleased to cooperate. We will be glad to share the submitted HQ station logs and the results of our crosschecking with a committee selected by HQ station organizers themselves.
    While the problem of “unique” QSOs is a difficult one, we hope that HQ stations will not be discouraged from making QSOs within their own country. This raises the visibility of the IARU member-society within its own country, which supports IARU objectives. However, all participants – including those who are not competing – should be encouraged to make as many QSOs as they can with other stations and not just with their own national team. Also, all participants should be encouraged to observe the rules that limit an operator to the use of one call sign, and that limit the use of a transmitter to one call sign, during the event.
    To provide greater recognition to more HQ teams, perhaps ways can be found to recognize outstanding contributions to the IARU HF World Championship by measures other than total score. For example, recognition could be given to the HQ teams who provide the most QSOs outside their own country, the most QSOs outside their own zone, and the most QSOs outside their own continent. Recognition also could be given to the efforts of smaller member-societies that are not able to activate as many as 12 operating positions for the entire 24-hour contest period.
    We welcome your thoughts on these suggestions.

    io manderei un bell invito a NN1N e alla DARC…. con scritto “AMMAZZATEVI” per un hobby arrivare a fare tanto! Pero’ non facciamo i puritani perchè anche noi in italia abbiamo dei “truffatori” e parecchi!
